Prepare pasta according to package directions. Drain and rinse under cold water. Drain again.
Place pasta into a large mixing bowl.
Add cabbage, prepared peppers, onion and carrot. Toss gently to mix. Set aside.
In a separate bowl, whisk together mayonnaise, mustard and vinegar.
Add mayonnaise mixture to pasta mixture. Toss gently, but well, to combine.
Taste. Add salt and pepper, to taste.
Store in a tightly covered container, in the refrigerator, until ready to serve.
